Pro football commissioner Pete Rozelle announced that the college draft would take place on January 30 and that the AFL expansion draft to stock the new Cincinnati Bengals would happen on January 15. The Bengals would be allowed to pick five players from each AFL team, except the Dolphins. Each AFL team would be allowed to freeze 29 players that had been listed on their opening day roster.
