• The league approved a plan to conduct what they were calling an “equalization draft” to add talent to the Raiders and the recently renamed Jets.
• The draft, to occur on June 10, would comprise six rounds, with the Jets picking first in the first, fourth, and sixth rounds and the Raiders picking first in the second, third, and fifth rounds.
• Prior to the draft, each of the other six teams would be permitted to exempt 25 roster veterans and all rookie signings from selection and the Raiders and Jets would be permitted to pick no more than two players from a given club.
• Based on a prior deal the league had made with new Jets owner Sonny Werblin, the Jets would have to pay $15,000 for each choice and the Raiders would have to pay $7,500.
• Following this portion of the draft, the teams would be allowed to choose from the other teams' free agent veteran signings at a cost of $2,500 per pick.
• During this part of the draft the other teams would be able to reserve half of their free agent signees.
