• First, he said that the press box phone had been out of commission for most of the game, cutting off communication between him and his staff

• Next, he said the Bills had provided only four game balls instead of the requisite 18 and that because of the bad weather, the balls were wet, heavy, and hard to pass

• Finally, he said they had sent only the TV broadcast of their previous game, not the all-22 shots they were required to send
