The Raiders made a number of roster moves, preparing for the start of the regular season. They waived wide receiver Glenn Bass, tight end Tom Mitchell, running back Pervis Atkins, guard Palmer Pyle, and defensive back Dainard Paulson. In lieu of getting released, wide receiver Lionel Taylor chose to be placed on the voluntarily retired list. Defensive tackle Carleton Oats was placed on the injury waivers list.

The team also acquired tight end Dave Kocourek from the Dolphins for an unspecified future draft pick.
