The Raiders waived halfback Leroy Whittle, defensive end John Dugan, and defensive back Darell Steele.

The team offered a camp invitation to East Texas State defensive end Fred Polser, who had recently washed out of 49ers training camp but, according to at least one reporter, he left immediately, without ever taking the field, after getting a look at the size of some of the players in the locker room. Polser was a Raiders redshirt pick in 1963.
