Three veterans did not report to training camp: wide receiver Art Powell, halfback Clem Daniels, and fullback Alan Miller. Powell and Daniels announced they were holding out while negotiating a satisfactory contract while Miller remained in his hometown of Milwaukee attending to matters related to his legal practice. The Raiders said each player would be fined $50 for each day of camp they missed.
Powell said he was looking for a three-year, no-cut $50,000 contract and had also requested the team trade him.
Two players suffered leg injuries in practice: tight end Tom Mitchell (pulled muscle) and wide receiver Fred Biletnikoff (bruised thigh).
